The Town That Clay Built

Elgin owes part of its fame to its clay. High-quality clay deposits drew brickmakers, and brickmaking that began in 1884 earned the town the title "Brick Capital of the Southwest" (Handbook of Texas). The Texas House later named Elgin the "Sausage Capital of Texas" in 1995. Clay that once fed the kilns is also the kind of ground that moves most under a house.

The town was platted in 1872, incorporated in 1873 and named for Robert Morris Elgin, a railroad land commissioner (Handbook of Texas). Its historic downtown is on the National Register, with the 1872 freight depot, the 1903 Union Depot and the 1906 opera house. Census survey data give a median year built of about 1990, and about 40% of homes predate 1980. That is the widest spread of house ages among the five towns we cover.

The 2020 Census counted 9,784 residents on 6.62 square miles, and the July 2025 estimate is 13,327. About 71.4% of homes are owner-occupied, with a median owner value of $326,400 (Census). On one drive you can pass a century-old house and a slab finished a few years ago, and the two can need very different repairs.

Foundation Repairs Available in Elgin, TX

  • Houses raised on piers and beams. If your home sits on piers and beams, sagging floors may trace to settled posts, soft sills or a tired beam. The pier and beam foundation repair page explains the fixes.
  • Newer slabs on clay. A slab can drop at its outer edge in a drought. Slab foundation repair shows how settlement is measured and corrected.
  • Support under the low wall. Steel or concrete piers move the load down to firmer soil, and the foundation repair page sets the options side by side.
  • Cracks in brick walls. Stair-step lines in brick can be old and stable or fresh and growing. Foundation crack repair explains how to tell.
  • Uneven rooms in an older house. House leveling evens out floors.

Sandy Uplands Meet Waxy Blackland Clay

Bastrop County is mostly rolling uplands with sandy, loamy soils, but its northwestern corner turns to blackland prairie with waxy clay (Handbook of Texas). Elgin sits near that blackland edge, though no soil map was checked for city lots. Sandy soil tends to drain faster and move less. Waxy clay swells when wet and shrinks when dry, so a house near the edge may rest on either, or on some of each.

Wilbarger Creek's watershed includes Elgin, and the creek runs on to the Colorado River in Bastrop County. Weather here can be rough in other ways too: on March 21, 2022, a tornado lifted about three miles northeast of town (NWS).

Building Permits in Elgin and Beyond

For homes within the city, the City of Elgin Building Division is the office to ask before any foundation job begins. We could not confirm its rules for repairs, so we will not guess at them. If your address is outside city limits, ask the county about permits. Either way, have the specialist say in writing who will apply for any permit, and ask whether a professional engineer should review the plan.

Why Elgin, TX Foundations Shift

Clay that dries hard in summer and softens in winter rain keeps working on a foundation year after year. Weather records show how hard the swings can be. In September 2023, most of the I-35 corridor sat in exceptional drought, and this fall the NWS expected dry conditions to linger in Bastrop and Travis counties. In an older house, aging pipes can leak under the floor, and yards that slope toward the walls send water where it does harm. Both leave one side of the house wetter than the rest.

What Elgin, TX Homeowners Often Ask

My house is more than 80 years old. Can it still be repaired?

Often, yes. Older homes on piers and beams can usually be adjusted with shims, new posts or beam work, and older slabs can be supported with piers. The key is a careful look underneath. Ask the specialist for photos from the crawl space or around the slab, and a written list of each repair.

Who handles building permits in Elgin?

Inside city limits, the City of Elgin Building Division handles building permits. We could not confirm what it requires for foundation repair, so check with the division before any work starts. Outside the city, ask the county. Have the company state in writing who will pull any permit.

Does the clay that made Elgin brick affect my foundation?

It can. Clay holds water and changes volume as it wets and dries, which is why it moves under houses. Elgin sits near the edge where Bastrop County's sandy uplands meet blackland clay, so soil can vary across town. A specialist judges how your house has moved, and an engineer can test the soil.

What should I check before signing a repair contract?

With no state license to lean on, ask the company to show its liability coverage and name a few local jobs. The scope should spell out pier count and type, and the warranty should be on paper. A contract signed at home during a sales visit can usually be canceled within three business days. This is general information, not legal advice.
